The reporter learned from the Science and Technology Department of the China Petroleum and Chemical Industry Association that the Ministry of Commerce, in collaboration with the National Development and Reform Commission and the Ministry of Finance, is preparing to update the list of technologies and products encouraged for import. This initiative aims to enhance China’s access to critical resources and advanced technologies that are currently in short supply. Public consultation is now underway, and several key areas have already been identified for inclusion.
Among the major technologies and equipment highlighted are high-performance reverse osmosis membrane systems for seawater desalination, carbon fiber production equipment—including precursors, carbonization, prepreg, and composites—and technologies related to coal liquefaction, renewable energy, and new energy. These innovations are essential for boosting domestic capabilities and reducing reliance on foreign imports.
According to an official from the Petrochemical Association, the government will offer significant discounts and strong subsidies for the import of these advanced technologies and equipment. In the current economic climate, this policy is expected to support chemical companies in upgrading their facilities and driving technological innovation.
To ensure the interest subsidy policy aligns with the ten major industry revitalization plans and fosters corporate innovation, the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Commerce will periodically review and adjust the catalog. The China Petroleum and Chemical Industry Association has been entrusted with proposing revisions. A representative from the association's science and technology department mentioned that chemical companies and industry groups can submit suggestions for modifications or additions to the catalog. They are encouraged to actively participate in this process.
However, the official noted that many chemical companies and trade associations still lack a full understanding of the import discount policy, resulting in limited feedback so far. The association hopes more stakeholders will take advantage of this opportunity.
The catalog of encouraged imports is divided into four categories: technology, equipment, industry, and resource products. Advanced technologies include cutting-edge design and manufacturing methods, agricultural and forestry techniques not yet developed domestically, and state-of-the-art technologies approved for key national projects. Currently, 44 items are listed.
Imported equipment that is crucial but not yet produced locally across various sectors is also included, with 105 items currently on the list. Key industries targeted for development are selected from the National Industry Structure Adjustment Guidance Catalogue and the State Council’s guidance on accelerating the revitalization of the equipment manufacturing sector. Projects aligned with national industrial policies and those involving the import of productive equipment, parts, and components may also qualify for discounted interest support.
Additionally, certain resource products and raw materials for production will receive import support. This comprehensive approach reflects the government’s commitment to strengthening domestic industries through strategic international cooperation and technological advancement.
