Environmental pollution behavior should be held accountable
At present, the issue of corruption linked to domestic environmental pollution is alarming. The current provisions of the "Environmental Protection Law" are not detailed enough, and the penalties for violations are relatively weak. Law enforcement largely relies on administrative measures, which may offer short-term results but have limited long-term effectiveness. Zhou Hanmin, a member of the National Committee of the Chinese People's Political Consultative Conference and Vice Chairman of the Shanghai Municipal Political Consultative Conference, expressed these concerns during an interview with this reporter on March 10th.
Zhou Hanmin pointed out that there are currently 210,667 chemical hazardous goods business units across China, many of which are large in scale and widely distributed. In recent years, frequent cases of environmental pollution and chemical plant explosions have posed serious threats to public safety and property. According to a sample survey conducted by the General Administration of Environmental Protection in Jilin, Heilongjiang provinces, and over 100 key industrial pollution sources along the Songhua River basin, 80% of enterprises exceeded discharge standards. Industries involved include chemicals, beer, yeast, papermaking, dairy products, and pesticides. Some companies ignore the Environmental Protection Law and repeatedly violate regulations. Others exploit loopholes to attract investment, shifting polluting industries to less regulated areas.
According to statistics, the ecological conditions of the Pearl River, Yangtze River, and other major river systems are not optimistic. The Songhua River, Yellow River, and Huaihe River are moderately polluted, while the Liaohe and Haihe Rivers face severe pollution. The water quality of Taihu Lake and Chaohu Lake has been classified as Class V, and the nearshore waters of the Bohai Sea and East China Sea show mild to moderate pollution. A 2006 survey by the State Environmental Protection Administration found that only 37.6% of urban air quality met national secondary standards, with 39% falling below the tertiary standard. In terms of urban environmental infrastructure, the sewage treatment rate was 42.55%, and more than 200 cities had a 0% sewage disposal rate, accounting for 33.61%.
In response to these challenges, Zhou Hanmin called for urgent amendments to relevant laws, improvements in regulatory systems, and stricter penalties for environmental violations. His proposal includes implementing strict export tax rebate policies for high-pollution products and introducing export tariffs for such items to align with global environmental protection interests. For enterprises producing dangerous chemicals in sensitive areas or using hazardous materials, compulsory insurance should be enforced, with insurance companies compensating affected regions and victims. This aims to change the previous situation where the public bore the burden while the government and companies avoided responsibility.
Additionally, he proposed establishing a lifelong accountability system for environmental damage caused by dereliction of duty, ensuring that those who introduce harmful projects are held responsible. Government officials involved in such decisions should also bear legal consequences. Strengthening the NPC’s oversight of the government’s environmental responsibilities and clearly defining the roles of accountability bodies during environmental incidents is essential. Finally, an internet-based platform for publishing information on major environmental events should be established to provide timely, accurate, and impartial updates to the public.
