Shaanxi accelerates marketization of equipment maintenance
With the deepening of reforms, Shaanxi's equipment maintenance system has experienced significant transformations. However, due to an incomplete marketization framework and a lack of clear policy guidance, the equipment maintenance service sector still struggles to develop into a formal industry. Companies find it challenging to scale up, which hinders the overall growth of this sector.
The Shaanxi Provincial Association of Equipment Management identified that large and medium-sized equipment maintenance companies are currently categorized into three distinct types. First, some have separated from their original organizations, undergone property rights reform, and become independent legal entities, gradually moving toward socialization and marketization. Second, many enterprise-based maintenance units have reduced in size, leading to a decline in overall capacity, though they still retain some maintenance resources. Third, some maintenance departments remain under the production or management departments of enterprises, continuing to operate in a "small and complete" or "large and complete" manner, resulting in inefficient resource allocation.
Most enterprises are calling on the government to establish a platform, provide policy guidance, and assist in integrating equipment resources. They hope for optimized resource configuration and improved efficiency through industry self-regulation and market-oriented approaches. Additionally, they aim to create a new equipment maintenance service system that is professional, socially oriented, and commercially driven, addressing current issues such as market disorder, non-standard practices, and inconsistent service quality. This would help unlock the potential of equipment maintenance service companies and promote the development of a new industrial sector in Shaanxi.
In response, the Shaanxi Provincial Association of Equipment Management is focusing on nurturing the maintenance industry, standardizing the market, and accelerating the marketization of equipment maintenance services.
First, it aims to attract various production factors into the equipment maintenance industry, promoting rational resource allocation for enterprises. This includes helping them obtain and utilize maintenance resources, revitalizing existing assets, and maximizing equipment efficiency. It is suggested that the provincial government support and recognize equipment maintenance service companies by offering policies related to high-tech industries, financing, taxation, and investment environments.
Second, the association is working to protect the public interest in the equipment maintenance service market. Industry associations play a key role in providing services, representing member concerns, and regulating behavior. They are strengthening service guidance, ensuring standardized operations, and enhancing industry supervision. The Shaanxi Provincial Institute of Equipment Management, entrusted by the government, has developed self-regulatory norms such as the "Securities Management of Equipment Maintenance Services Market in Shaanxi Province," aiming to build a credit system for maintenance enterprises.
Third, the association is implementing qualification certification for equipment maintenance companies. To regulate business activities, strengthen self-discipline, and ensure safe production, the Shaanxi Equipment Management Association, authorized by the China Equipment Management Association, conducts qualification certifications for equipment repair services. They have also issued the "Shaanxi Provincial Equipment Maintenance Service Enterprise Qualification Certification Implementation Regulations," requiring all local maintenance service enterprises to apply for certificates and register according to specified standards. Additionally, both enterprises and users are encouraged to conduct qualification reviews before bidding or performing maintenance work, ensuring the quality and safety of equipment maintenance. The management of equipment qualifications and market operations follows the "four-unity" principle: unified qualification conditions, uniform certificates, consistent approval procedures, and harmonized major issues.
