Shaanxi accelerates marketization of equipment maintenance

With the continuous deepening of reforms, Shaanxi's equipment maintenance system has experienced significant transformation. However, due to an incomplete marketization framework and a lack of clear policy guidance, the development of equipment maintenance services remains fragmented. As a result, it is challenging for companies to scale up and for the industry as a whole to establish itself in a structured manner, which continues to hinder the growth of this sector. The Shaanxi Provincial Association of Equipment Management identified that large and medium-sized equipment maintenance companies are currently divided into three distinct categories. First, some have been separated from their original organizations through asset restructuring, becoming independent legal entities that are gradually moving toward socialization and marketization. Second, many enterprises have reduced their internal maintenance departments, leading to a decline in overall maintenance capacity, though they still retain some maintenance resources. Third, certain maintenance units remain directly affiliated with production or management departments within the enterprise. This has led to a persistent pattern of "small-scale self-sufficiency" and "large-scale self-sufficiency," resulting in inefficient resource allocation. Most enterprises are calling on the government to create a platform that can guide policies, help integrate equipment resources, and optimize the configuration structure. They hope that through industry self-regulation and market-oriented operations, the efficiency of maintenance resources can be maximized. Additionally, there is a strong demand for the establishment of a new equipment maintenance service system that is professional, socially oriented, and commercially driven. This would help address current issues such as market disorder, unstandardized practices, and inconsistent service quality, and unlock the potential of equipment maintenance service companies to drive the growth of a new industry in Shaanxi. In response, the Shaanxi Provincial Association of Equipment Management is focusing on nurturing the maintenance industry, standardizing the service market, and accelerating the process of marketization. The first step involves attracting various production factors into the equipment maintenance sector, promoting more rational allocation of maintenance resources, and helping enterprises access and revitalize existing assets to improve equipment efficiency. It is recommended that the provincial government support and recognize equipment maintenance service companies by offering policies related to high-tech industries, financing, taxation, and investment environments. Secondly, the association is working to protect public interests in the equipment maintenance service market. Industry associations play a key role in providing services, reflecting concerns, and regulating behaviors. They are strengthening service guidance, ensuring standardized operations, and enhancing industry supervision. With government authorization, the Shaanxi Provincial Institute of Equipment Management has developed the "Securities Management of Equipment Maintenance Services Market in Shaanxi Province" and other self-disciplinary guidelines, aiming to build a credit system for maintenance service enterprises. Thirdly, the association is pushing forward with the qualification certification of equipment maintenance companies. To standardize industry activities, strengthen self-regulation, enhance corporate credit, and ensure safe production, the Shaanxi Equipment Management Association has conducted qualification certifications for equipment repair services across the province, following the guidelines of the China Equipment Management Association. They have also established the "Shaanxi Provincial Equipment Maintenance Service Enterprise Qualification Certification Implementation Regulations," requiring all companies involved in equipment maintenance to apply for certification and registration based on specific standards. Furthermore, both enterprises and users are encouraged to conduct qualification reviews when bidding for or managing equipment maintenance projects, ensuring the quality and safety of maintenance work. The implementation of equipment qualification and market management follows the "four-unity" principle: unified qualification conditions, uniform certificates, consistent approval procedures, and harmonized major issues. This comprehensive approach aims to bring stability, professionalism, and sustainability to the equipment maintenance service industry in Shaanxi.
